You may already have an instance of ceserver running
Alternatively you ran it without root
Or you have an additional security going on that blocks root from binding sockets to the outside (selinux set to enforcing)

the device is rooted... and i tried re-booting it to avoid having two instances running; I haven't understood the third possible problem, could you explain me what I should do please? Thank you

Did you launch ceserver using a rooted shell or using the apk? If shell, make sure you actually ran su first


For selinux try looking for an selinux disabler for android
