So you are saying that anything short of "No I do not love you" is irresponsible? As far as I can see, anyone can misconstrue intentions, especially at that young of an age. Does that make her guilty for being hardheaded or mispercieving intetion? Or is he the guilty one for not doing everything in his power for her not to like him? Honestly, theres nothing weird about the situation, young females tend to look up to older males. The only way that turns weird is if the older male returns the attention.
