This is not to blame of your pc. I can assure you, ms does not need that good of a pc to run. In zakum, it could use some good vram as the amount of people using skills at once is some hard shit to keep up with, but none the less, you should not be having this much issues.

Its gotta be the connection between you and ms.

You can run that game on the worst pcs with the littlest ram. I ran on a vista pc with 512mb ram and a celeron D processor. Its probably his connection or the server. Their servers are known for their lag.

Depends on what version of the game. The client caches the wz files to RAM - newer the version = more is cached. And no, you can't run it on the worst pcs with the littlest ram, eg running it on a P4, it lags like hell - or even on my Sempron in high-activity areas.
I have a P4 3GHz with 1 GB RAM and I have over 100 fps on all maps..

I bet i could run ms perfect on my dads old pc right now. They add maps, they don't make it run harder on requirments. The only game so far they did this to is CA, which they forced TnL HW.

EMS is not that far behind GMS on patches. Do you actually live in the UK, or do you proxy into it like some?

EMS just got Leafre this week on patch .59, didn't GMS have it on .4x? I live in Sweden and I'm not using a proxy.

In the catalyst controls, try setting stuff for better performance and lesser quality.
