I want to slow down or freeze a program.
I've already tried Cheat Engine's set speed option. It didn't work.
Suggestions anyone?

Slowing down would be more helpful as I am trying to rip sprites from a game and I need it slowed down to catch the frames.

You're ripping them straight from the game, or you're trying to slow down a program that is? What's your method of doing it, by the way? I was thinking you could just use Fraps or other screen recorder (depending on the game's display method) and rip out stills with VirtualDub.

VBA->OAM Viewer->Save->Photoshop->Select->Color Range->Delete
I'll try speedgear.
EDIT:
Speedgear didn't work either.

After reading this, I remembered a nifty little program I used to speed up MS a looooooong time ago.
Hope it works for you.

Do this:

Control + Shift + Esc, go to Processes tab, look for the process you want to slow, right click, go to Set Priority, and choose BelowNormal or Low.

I'm sorry if this is off topic but how do you "speed up" an MMORPG? Can you actually make the game go faster?

Oh yeah, I thought I edited my post.
No it didn't work. =[
It seems that the emulator somehow avoids using the rendering process that actual games use.
BTW, if anyone wants to see the game I'm working on, go to my site(drkgodz.squad coding.com)

VBA has a way to slow down the game built in. options > frame skip > throttle.
