When/if it shuts down, it's highly unlikely that it'll affect the everyday citizen.
It happens every once in a while, we're still a democracy.

So basically, if the citizens wanted a different take on the country, they could pull obama out and become say, a communist nation?

No, obama is considered essential. The only way to get rid of him from office is if he does something illegal, in which he'd have to be impeached.
There's already a U.S. communist party, but due to the two major parties, Republicans and Democrats, they will probably never be voted into office.

| Also, iirc, the country is a democracy by our constitution. They'd have to do a complete and total overwrite of the entire thing to change it to anything else basically.
