You can get the 4830 for about 73 off newegg, tigerdirect is usually overpriced anyways.
Although the 4770 does preform a little better than the 4830 in most cases.

It does not perform a little better, it performs a lot better.
The HD4770 is close to the HD4850

It should run fine in crysis and other games, but most likely not so smooth in GTA 4 since it is very GPU and CPU demanding.
The only thing I would change is the PSU, well just my opinion but I usually trust most PSUs that come with cases.

In that general price area:
HD4650 < HD4670=9600GT < HD4830=9800GTX < HD4770 < HD4850=GTS250/9800GTX+ < HD4870=GTX260 < HD4890=GTX275
The price/performance ratio is probably best around the 4770 or 4850.
