NTFS is a better File System but I don't think that's the cause...
If I were you I would copy your files onto your internal or another External Drive and Format the External with the problem...
Well I recently also found out that in new models of PCs / laptops it works but it might just be coincidence that my pc is old as shit. _________________

So you've tested this External Drive on other PC'z?
Try using another External on your Pc to see if that work's...
Could be a problem with your PC USB Port.
Try switch to another USB port...

Try formatting the drive because something similar happened to me on my first ever Flash drive...
Reformatting it fixed it for me and I still have it today....
