No, this is not possible with programs such as Cheat Engine. Cheat Engine modifies values in your own computer's memory. The amount of forum points you have is stored on the server where the forum is hosted. Specifically, it is in the database where the forum posts are stored. To change it, you would need to gain access to the forum's admin control panel through a security vulnerability (either in the forum software or PHP) or access the forum owner's hosting account to edit the database directly using a program such as phpMyAdmin in their control panel.
