I was just wondering if it is possible to use CE to turn on others webcam on MSN ? :p

Could be really nice, if it could be done without they can see it :p

CE cannot send commands over a network, or over the net to other computers, and that is what you'd need to do to be able to turn someone's webcam on. I have a prank prog that acts like a trojan that can do this. Trojans give backdoor access to a PC, obviously. My prank just makes a simple TCP connection and sends TCP commands. It doesn't even get picked up as a virus on any antivirus software that I've scanned it with.

Even if it's a stupid question..there's no point in responding, saying you are not going to bother to respond.
