Firefox does not control that side of their content blocking setup. They use Google's malware/unwanted software system and list. Google is known to just randomly tag an entire site as malicious because 1 download on the site triggered some random antivirus warning on their end. It's why a lot of sites started password protecting many of their files years ago to get around the dumb automation blocks from Google.
