How do I cheat?

ive look everywhere online and i cant fine anything so ill download the latest installer for CE and it asks what language i want to use and i click okay it pops up on my task bar but thats it wont do anything from there

Maybe it can't reach the internet (firewall) or your anti virus blocked it from goong further
