As long as there is a single person still supplying code to the CE project, I'd say its up and running, who knows for how much longerthough(in freedom land at least)with how 3 letter agencies have been conducting themselves the past 20 years.

The day the Glowboys shut down CE and CEF, is a day to be terrified of.
