Cant open Cheat Engine

How do I cheat?

So I know that this question has been asked thousands of times but with the solutions listed there my problem has not been solved. I can download Cheat Engine without any problems and there is no error message. Cheat Engine opens for about 1 second in the task manager and then is gone. So I just wanted to ask here if there are still any possibilities to solve this problem.

Uninstall badlion using their uninstaller and restart windows, not shutdown and back on, actual restart

Does shutdown mean complete reset, i.e. reinstalling all games/programs and so on or just some kind of reboot?

just a reboot, but don't use the power button or power->shutdown. Use power->restart
