I want to make my own Cheat Engine.
One with levers (For example off&on, slow&fast and recolor) and buttons.
I'll make it compatible in the same way flash is with flash and java is with java and exe is with exe with their same data styles.

Use a search engine and look for something like "Cheat engine trainer tutorial".

And when talking about compatibility you tend to say "X is compatible with Y" not "X is compatible with X". Flash isn't compatible with Flash, it is Flash; Java is Java, and so on. And EXE is short for executable, which is just executable code and they can be very different in various environments; i.e. a EXE is built to run in a specific environment.
