get parted magic, boot that on your system from a bootable USB, and you should be able to recover your most important data on your drive.
try to boot straight from your BIOS, there should be a boot override function in the boot menu if it's newer generation motherboard. USB boot is something that should 100% be available unless your motherboard is fried and doesn't work at all.

there is no "recovering" my data, there is literally nothing wrong with it, 100% of my data is still there except one single windows file that /sfc could fix if the windows dvd or usb worked. besides my windows is on a seperate partition so even if the whole thing fucked up i still have like 4 other hdd's
i dont want to reinstall because 1) it is annoying to backup things like bookmarks and installed programs and all the settings I have set for everything
and 2) i will not let windows win at this point

Keep trying until you get windows recovery mode running again, then don't go for automatic recovery but rather go through the menus to open a cmd instead.
Once in there either try basic stuff like sfc scan, other checks and if that don't work then rebuild the BCD

when it was working I tried sfc scan. it said waiting on automatic repair and to reboot the system. to get around that you can do dism.exe image:C: /revertpending repairs or whatever but that wasnt able to run. someone said it may be a registry issue, so I backed up the 5 registry files they recommended and replaced them with the ones in the regback folder. that allowed me to use dism finally, so then it says to reboot, so I did and went back and tried sfc scannow but it still did not work. rebuild bcd etc was the first things I tried. sometimes the /scanos would report 0 os installed, but I can get it to work to where it lists everything and I can use diskpart to set main partitions just fine.
