I want to create a scanning system in my trainer program that only allows it to run if the player's ip is in the allowed ip file on a website or something like that In LUA ?
how to make this please by steps

This is a very weak method of protecting your trainer. One can simply use a packet editor or reverse engineer your trainer to find the comparator that checks if you are allowed to use the program.

Anyway, http://www.cheatengine.org/forum/viewtopic.php?t=569050&sid=555c65e9d786b5fde568729a7f1f5268 in this thread it's explained how to send a webrequest thru LUA. Since it's not my main language, I can't really help you on string formatting, but that shouldn't be a problem if you were to search yourself about it.

Get WinLicense/themida. It already has such option as restricting the program to specific computers/countries etc.

Much secure than coding your own DRM in LUA.
