So I'm kinda noobish in cheat engine and I only know the basic stuff like searching for a value and finding it and changing the value (for example the money in the strategy game)
however theres a specific game, a mod actually, that I can find the address but the problem is it doesn't seem to change, so the game is Command And Conquer Zero Hour and the mod is Cold War Crisis, the side bar powers timer, I try to change the timer on them (From 360seconds for example to 0) so it would be like no charging of side powers, but the value resets to the original value again and again no matter how many times I change it and when I try to freeze the address at a specific value it still changes, and doesn't work, can anyone tell me how to change those values that change back to their original values? or can anyone guide me?

You haven't found the real value.
Try different value types and increased/decreased scans.

I use unknown initial value scan type to find the values, you see when I find the value and and change it and go to the game and resume it, that dark area of the side power goes (as if the side power is available) and comes back right away in less than a second, so that's how I know, but I can be mistaken, how do I find a "timer" value? like that in the side bar powers?

Some values are strictly used to control GUI components and are set based on some other value.
Do an unknown initial value scan then changed/unchanged value scans with different data types (i.e. 4 byte, float, and double).

Or learn disassembly and trace back from where the value comes that overrites the value in the address you found.

I found what I was looking for, someone made a table for it and so I downloaded it but when I open it it shows me this error, any idea how to fix it?

I don't know for sure what's causing that error but I've experienced similar when the CT file was encoded in UTF-8 with BOM.
If you've got something like Notepad++ installed, open the CT file with that and convert the file to ANSI. That may solve the problem.
