Hello everyone, i just want to ask What The Best Software High Compression? i use Win RAR but just a little difference even not compressed

Depends on what you are compressing. Not everything is going to have a great ratio of being compressed.

For example, I have a sql dump file (plain text) that is 115MB (121,481,402 bytes) by default.

Compressed with 7zip (best settings, 7z): 12.5MB (13,135,053 bytes)
Compressed with 7zip (best settings, bz2): 13.5MB (14,188,333 bytes)
Compressed with WinRAR (best settings, old RAR): 14.6MB (15,369,486 bytes)
Compressed with WinRAR (best settings, RAR5): 14.6MB (15,336,306 bytes)
Compressed with WinRAR (best settings, ZIP): 17.4MB (18,277,364 bytes)

And so on. For me, personal experience has been 7zip always the best compression.
But it is ultimately up to you how you want to distribute things.

Also keep in mind results will vary based on what is being compressed.

I'll vouch for 7z as well, but two things to keep in mind are...

1 - Depending on your audience, familiarity with formats might be more important than a meg or two shaved off.

2 - Some things just don't compress well. A number of formats are already compressed in one form or another (lossy or not), such as mp3, jpg, and formats that don't contain lots of repetitive data. In cases like these whatever format you use is pretty much just a fancy folder bundle unless going from 109kb to 103kb is really important.

Depends on how you define "best".
If "best" means "smallest possible file at all costs" go for PPMonstr or paq8o (the latter can be found in peazip).
If you think that, after all, time matters a bit (ie: after testing paq8o ), try the UHA compressors (winUHA, UHArc,...).
If you plan to redistribute your files: 7zip (free, widely supported format, decent ratio).
