Either the name is based off a real person, or the character design. The names are usually based off of real pirates like Cavendish and Blackbeard, while the designs are based off of American celebrities and movie stars.

He is a spy who worked for the government for many years to complete a mission, and killed hundreds of people with no remorse at a young age. He acted like he wasn't able to speak verbally for his mission, but it was all an act.

no, they are actually based off celebrities.
The author actually talks about the character's origins in the back of each volume, where fans ask him questions. For example, the author said sanji was modeled after steve buscemi.
