Gameguardian or GameCIH is what you should be looking at. Also read this article on reversing android games (even when GG fails this should work) by my good friend genuine

Actually, there is a ceserver build for android.
It's basic though, only basic ARM support (no thumb yet), hardware breakpoints on some systems (mainly asus, samsung seems to be a bitch) symbol access, speedhack, memory allocation, .so injection and obviously memory scanning ( a bit slow but that's being worked on)

the current build has an issue with the BSS part of modules not getting reported, but the symbols do get registered (they just don't show up when you enumerate or look at the memory, they show black) but is fixed in the svn (by looking up the _end symbol)
I recommend compiling both ceserver and cheat engine from the svn. The current build is so much better
