how can i know what information is being saved on the server and what information is being saved on the client?

is there a program for that?
is cheat engine able to do this?

Its simple enough.

If its an online game the important values in the game will be server sided unless its poorly coded which is rare. You won't be able to modify their value.

Your brain is able to tell you that, just use it.
