Remember paper wallets?
If you don't, it was about encrypting your wallet.dat and keeping the encryption key on a piece of paper, so you had a physical solution to the security of your Bitcoin.
Later, there was Brainwallet. Brainwallet allowed you to store your Bitcoin wallet inside your brain.
What I suggest, is hardware backup, secured by the very touch of your fingerprints!
Combine biometric hardware with a piece of your memory and a written piece of code on paper, and you get the ultimately secure wallet. Bitcoins so safe, the NSA will never find them!
IRONKEY:
"Get zero-compromise security from multi-factor fingerprint USB authentication and FIPS 140-2 Level 3 hardware encryption."

...What's wrong with just generating a really strong password with something like Lastpass or some shit, write down your btc address on your main pc somewhere, and put the password/key on a flash drive that you will only plug in when needed? It's not like you need the wallet.dat to receive money

If you keep it on a main PC make sure the machine is running a secure system (DOS, Linux, etc) that cannot be compromised, an offline PC that receives no interaction from your main computer. Even when you're plugging the flash drive "when needed", sometimes, it could take just that one time to get keylogged/cleaned (There are horror stories about minor mistakes like this costing up to 4 BTC). You don't need the wallet.dat to receive money, but the wallet.dat file contains all your private keys necessary to verify ownership of the Bitcoin, in other words you'll be able to receive them, but never spend them.
If you're storing it on a USB, it's an example of hardware storage. I just listed IronKey's biometric flash drive (unlocks via fingerprints) above

my 2 cents:
the main reason of backup storage is safety against data lost via hard disk malfunction or computer virus, but this wallet is just a backup that is off the grid. There is no need to put anything else on top of it other than encryption.
a password should be enough, and if you cant think of a big enough password to make it secure then take a short password and pass it through a SHA 512, and there you have a long ass password.
Its just a redundancy backup and not a measurement against hackers. with the proper encryption even if a hacker were to steal your wallet, he shouldn't be able to decrypt it in a lifetime.(yes, real encryption is that advanced nowdays)
Personally I trust my hard drives, but I'm not stupid. I have my main wallet in my Raid0 configuration, but I have a safety backup in my single drive too. About virus and hackers, That's just not going to happen in my system.

But it prevents your hardware from falling in the wrong hands
And what if government agencies bust into your house and confiscate your hardware?

citations needed since this would make illegal use of bitcoin not nearly as easy as its become

some dude posted on fb & 4chan about all the cp he had and it took like 2+ years for him to get arrested, even though it was public shit he was announcing. most of the time things aren't enforced. look at how easy piracy is, that doesn't mean its not illegal.
also they dont track your transactions etc. i mean that they simply put you on a watch list if you access things like that, which in the future they could use against you if they caught you doing anything else illegal.
also government is obviously aware of bitcoin because it can now be taxed and they have a huge paper about it

regular currency is legal and also very easily used for illegal things.

If that was personally directed towards me, you would be correct, they don't care about me, or you. Why? Because we're conforming, we're paying our taxes, voting for their fascist dictators, giving up our second amendment rights, they don't care. Of course they don't care.
But what if they do care? What if I ran a free market under the alias "DreadPirateRoberts"? The government gets no cut! Now they're mad! And they are going to come out at you! What if you're developing software that can potentially get rid of advertising as we know it, and reshape it with Bitcoin? The government would demand your source code immediately.

Brings a tear to my eye laughing at people who think short-term btc investments will gain them anything.
