go to the oem website and they should have a place you can put in your model number and get all the drivers

but i already uninstalled and reinstalled the proper driver from the toshiba website whoses drivers are specific to my laptop model. how would that be any different?

Well if I were you I'd try to fix my system restore first. Maybe you can do the disk check from BIOS. Then if system restore doesn't fix your wifi, you can know for sure that it's a hardware problem.

If you can't do the disk check from BIOS, you could create a second partition on your hard drive and install a copy of Windows on it, and do the disk check from there.
An other way to do it is by taking out your HDD and connecting it to an other computer. This might be less time consuming than creating a second partition, but you'll need a HDD to USB converter (you can get these for 5 dollars and they come in real handy).

have you tried installing it without the installers and just pointing windows to where the drivers are?
