Is there a way to locate all jumps to a given address?

I don't know if this is possible in CE.
As an alternative you can use ollydbg for this purpose.

As far as I remember there was a feature in CE that you could search for assembly code. Search though debugger window for this.

And since will-card are supported you can do this j* YOUR_ADDRESS_HERE
That was for jumps and if you are interested in call too then use pattern Call YOUR_ADDRESS_HERE
