I tried to open Cheat Engine but when I click on it or run as admin, the program only pops up for less than a second and then disappears. I tried to re-install it, but the same problem goes to the installer.

Make sure you do not have any online games running at the same time
try the 32-bit ce version

and disable protection programs you might have running.
Also, cheat engine really hates multiple display tools

I had my AV turned off. No other programs were on as well.
