And my guess is, the site doesn't like hotlinking.

When I go to change my avatar it says you cannot change your name for another 2 weeks
even though my name is the same, I even tried retyping out my name and all the other fields just in case it says the same thing.
origionally it was and it was displaying the avatar for like a week maybe it broke or somehting I thought DB changed it because when i went to change the avatar it was under a different url and then it wouldnt let me change it
I tried changing hosts like to imgur and imm.io ex:http://i.imm.io/Obeu.png

That means your name has weird characters in it, and it's treating it as a namechange. Nothing to do with your avatar. Try saving without changing your avatar, you'll see.
Your avatar is set to hidden, though.
