How can I make a program that can speedhack an application? If I can use the speedhack.dll, what do I do? I don't need it for games. Just an application.

inject the dll
hook the speed api's and point them to the ones in the dll and fill in a address where it can call the original unhooked version.
Also call the initialization function of the dll

anyway, i just need 1 because it's for slowing down client time on a cafe, I can't use CE while playing because the game detects it.

He explained the steps you need to do in order to use the Speedhack.dll like you requested. If you don't understand how to do what he said then you need to actually learn the language you plan to program it in.

No I'm not asking anyone to make anything for me, I'm just asking how to.

So you are expecting these guys to teach you a language or write up a complete tutorial just for you. That is what you are asking for.
