when i have instaled ce and tryed to open it it dosent open. when i click on it
nothing happens. i tried to disable my antivirus but it didint work

Make sure you have no online games running
If that doesn't work uninstall your anti virus and reboot

that didint work. i also tried to unistall ce and download it again but the same problem

are you sure you got cheat engine installer form:
http://cheatengine.org/ ? also that you have admin privileges ?
click start and then click your profile photo, control panel should appear with your photo and some description, make sure you are administrator otherwise ce won't work

i have installed it from cheatengine.org and i have admin privileges but it dosent work anyway

that's really strange you have windows 7 ?
try it on a virtual machine if ti works, perhaps you consider reformating your computer with a brand new installation.!
i suggest you not to trust backups, but make a new installtion with windows 7 and then download the drivers online form your vendor (support > drivers section).
i guarantee that after a fresh install it should work. and it should be faster than ever.
