Any way to find out if it's turned on? (if somebody found and charged it)

| You can go to google play store with pc and try to install some app and after some time if you see that its on list of installed apps your phone is on

Yeah, I tried that (installed Plan B) but if somebody else put his sim card in it without configuring the network settings, the app wouldn't be able to download. I don't even know if the sim card that was in it at the time I lost it has the right settings to connect to the internet. I'm not even sure there even was a sim card in it.
This is probably the only way to find out though...
I never worried about losing my Android because I knew about Plan B and the like, but never thought I'd lose it without my sim card being in it.

it just need to be connected to internet. You can go on police they can track it even if sim card isnt in it

Yes, because bothering the police due to your lack of responsibility is a viable option. They'll tell you they can't help you, and they most likely can't. A local police station isn't going to have the type of gear to do such shit.
