No, but if you don't afraid of anything, you can stab it into the wall socket and give it 110(if US) or 220(if EU).
would discretely cutting the wire (its braided) near the start of the mouse do the trick to ruining it

No, that would void it. You don't need to cut the wire, just google a wiring diagram for USB devices. There are 4 connections on a USB plug. 1 is for power, 2 are for data, 1 is for ground. Just fuck around with a 9v battery touching the ends to different leads until something fucks up in the mouse.
