| You would probably have to put the money on your paypals bank account then wire transfer from your bank account to alertpay

Oh right. I don't think there's a way to do it from inside your country. One of the game hackers I trained lived in Peru and he had a very similar problem. What he ended up doing was sending me money through PayPal. I would withdraw the money and take a 20% cut and send it back through Western Union.
This is really not ideal though. First PayPal takes a cut by using exchange rates a little higher than market value. So that hits the amount when he sends it to me in the first place. Then Western Union does exactly the same trick when converting back to your currency. Also it charges a commission for sending. To give you an idea, he would send me about 5k USD each time. At his end he would only receive about 3.5k USD. The amount WU charges is different for different amounts though...
I am guessing your problem is drawing from Paypal? It's tricky in certain countries unless you have an international credit card or something.

yeah, to get my money out of paypal I have been using western union too.
(( I administrate a latin gaming community and sometimes my users ask me to buy them game credits and they send me the money via western union ( I only do that for my most trusted users though ) ))
I actually want to transfer to alertpay because my TS3 hosting services no longer work with paypal, they receive alertpay now. fees should be no problem for me as long as they are in % since I only intend to transfer like 5$ each month to alertpay.
thanks for the help.
I asked my hosting billing department too (( they have a really nice and caring customer service, tech support usually answers me within minutes any day, billing answers me on week days ))

As a long term solution, it might be easier for all outgoing cash flow to be handled by someone in another country. But yeah, you'll certainly need someone trustworthy. As a guideline, I wouldn't trust anyone who I don't know in real life. Furthermore, it's a plus if you are able to hold them accountable in case shit goes wrong. As an example, I have a sort of similar business with someone who lives in HK. I don't know him well but I know his name, address and I'm tight with his manager in his job at Goldman Sachs. That's accountability, and I wouldn't hesitate even with large sums because of that.
Good luck

Yeah, I have some trustworthy contacts in USA and other contries (( either school friends that moved to live in other countries or family friends )), They can help me with moving money.
Thanks for the help, though I'm still on the look for a method to get the money on allertpay .. I really don't want to use my credit card specially since I have money on my paypal..
I can always change of hosting for another one that accepts paypal on the worst case scenario

I've already tried the same thing and there's no direct method.
Alertpay is 500% better than paypal but almost nobody takes alertpay which sucks :[
