Really, there's a difference between big government and all-powerful "we are all equal" government.
The kinds of socialist ideals that you are talking about already exist in other countries. For example, do you think that people in say, France, pay 50000 dollars a year for college? The answer is no way.
Honestly Cryoma, you could very well make a country with laws such as the ones you mentioned, but the only thing that calling it "communism" would get you would be the bad ideas people associate with the word.

The government body is just the citizens of the community on council.
