At the very least he managed to install Wakaba instead of some Kusaba spin off. He needs to create his own stylesheet and a login system that links to the forum's database for maximum success. Oh, and the way that he handles the advertisements on that page, it's ugly as hell! He should also look into implementing expanding images and back links.
