No. If you're starting out, you should work on just doing 1 base all in games until you get everything down. Not getting supply blocked, not missing injects, constant production, keeping resources low, all that. Once you do that, do a 2 base all in. After that you should be ready to play normally and be around gold->plat league.

It's not meant to be a strategy that you use to win games. It's meant to make you learn how to play the game. It teaches you the mechanics of the game.

Why's that? You can check your opponents rank after the match. It shows it right next to their name or you can just view their profile. I mean if oyu want to see your MMR or something I guess, but you can usually guess how close you are to being promoted by the skill level of people you play.
