It's Blitzcrank.

He has high speed, two hard cc's, burst and for the love of god is he tanky.

Can be tanky as fuck,OP ulti and late game is always yours.

Not really, Blitzcrank gets stacked with armour thanks to frozen heart, and his stun every 2 seconds makes trynda useless. It would never get to late game.
