I'm fairly certain it's quite easily scriptable. So all you'd need to do is align your pull and activate the script that automaticly tp's you to base and cleanses 0.1s later.

I had a normal game vs a skarner with cleanse and tp today.
I sure as hell made sure he didn't have tp off cooldown.
