A co-worker has asked me about buying a PC for his son to play WoW on. I told him it would be cheaper to build one.
So, how about some cheap builds that can run WoW on... decent settings? 30-40 fps?

I'm guessing AMD here. I'm not going to look up parts, but from experience with a friend, a geforce 7300LE and a amd 64 x2 was enough to play wow and the frame rate was smooth as silk. I think he had 4gb ram too, unsure of speed. So Any dual core and more modern gfx card should play it fine.
This was with all the patches out in late 2009 - 2010, not sure of the date. Also Not sure of the gfx settings. we did a fresh install and it was what ever it defaulted at.

Just tried to build a system for that price range and it's not possible especially when it's for games. The system without PSU and DVD writer is already at $275... According to TOM's, WOW with patch around 2010, a HD4670 gives you around 40FPS at 1680x1050 (22" monitor). The problem is, that card is around $70 dollars. For $70 is that card even worth it?
You should have said, building your own is better because you get to customize and get better quality parts instead of junk. A typical gaming computer is around $400-500 and a system for basic use is around $200-300.

I didn't think he'd get one that cheap, really. I had asked him what he wanted to spend and he asked me if he could get one for ~$100, I told him no, ~$300 would be the minimum. He's also looking for cheap used ones, refurbished, etc so perhaps he'll get lucky there.

Well I currently use a 4650 and I can run League of legends/TF2 and other shit on it at max settings. My cpu is a Rana X3 445 which I bought for 50 and 65 respectively.

The Rana X3 is pretty good, and that videocard, not so much. http://www.tigerdirect.com/applications/SearchTools/item-details.asp?EdpNo=5639261&CatId=3669 at the same price after MIR

The new AMD APUs just aren't that cost effective, and you can buy a processor+videocard that will work better for a lower price.
A possible build for your friend:
CD/DVD burner - $18
NZXT GAMMA Case -$36
ASRock M3A770DE AM3 AMD 770 ATX AMD Motherboard $60
Powercolor HD6570 $70
XIGMATEK NRP-PC Series ACXTNRP-PC402 400W $35
G.SKILL NS 4GB (2 x 2GB) ~ $26
AMD Athlon II X3 445 Rana 3.1 $75
Caviar Blue 320 GB $40
Total $360 before tax.
Feel free to recycle old computer parts like the case, dvd reader, or downgrade to a duo-core to save money.

I'd say get the Phenom II X3 720 BE Heka for $70 instead of the Rana for $75.
Could be unlocked to be a full Phenom II X4 925, and with a bit of overclocking can easily make it 3.2 or 3.4 making it comparable to a 955/965 at a fraction of the price.

He should porbably get a 5570 instead to save money to buy the HSF for your OEM. The Rana can also be unlocked too, and he'll have to buy a motherboard that can unlock the cores, which may be extra.

As of the current release / install, WoW takes up just under 35gigs.
Like everyone else is saying though, the game is on the low-end for requirements, it's based on the Warcraft 3 engine so it doesn't take much to run it.
Processor: 2ghz should be fine, dual core if he wants to run some higher settings.
Memory: 2gigs is plenty. 4 if the MB can handle it and he wants some more settings adjustments.
Vid Card: Any 256MB GDDR3 works fine, 8800GT will be plenty if you go that route.
WoW is heavy on textures and projected objects. So video card power is what will most help with being able to use higher settings in game. The game uses Direct3D9 (has DX10 abilities but its still buggy) so any DX9 card will do.
You can get a decent 256MB GDDR3 vid card for like $30, or spend about $20-40 more and snag a 1gig GDDR5, its worth it.

Look into this new product line from AMD: http://www.newegg.ca/Product/Product.aspx?Item=N82E16819103951
Both a processor and GPU in one. Buy this and you won't need to buy a graphics card.
