| It is definitely cheaper to buy parts off a site like newegg and put them together yourself. Manufacturers always charge some premium for the convenience of not having to build it yourself.

A lot cheaper to build it yourself. Most of the time you'll spend less then half of what a name brand system goes for.

It is, given you don't need to spend $1k to make a decent computer able to play todays games. At most you can build a top of the line system for ~$400 given you don't use the absolute latest hardware and use 1-2 revisions behind.
Parts drop in price fast since they are updated/outsourced almost instantly by newer things. So a lot of stuff that may only be a few months old is already cheap because of the latest releases.
Just keep in mind, when you build your own system you don't have the luxuries of a full system warranty. Be sure you think about purchasing warranties for any parts you buy in case things go wrong. NewEgg has decent return policies if things are DOA and such as long as you return it within the alotted time.
If you do plan to let your friend build your system just be sure things fit and are made to work together. Ensure the MB is designed for the case you buy, ensure your powersupply is strong enough for everything (especially your vid card) and so on. One small mistake can lead to you having to return parts to buy correct ones.

You do not need 1,00 dollars for a decent gaming PC, I built a decent one for 600$ a few months ago.
