you don't get paired with people according to your summoner level, it's based on your ELO (ranking system). If you do well and win a lot of games, you'll be paired up with other people who have done the same.
It's not until you reach level 30 and start doing ranked when people actually play competitively and you can actually see where you're at compared to everyone else.
