I'm thinking about buying that, but does "retailed in japan" mean anything? Are japanese GBC's different than american ones?

IT just means that is the country where a retail stored sold it to a customer, nothing more. Actually, it might be better than America's because of "Made in Japan" instead of china.

The games might be different though. I remember my friend had a Pokemon Fire Red from India, and it didn't have a save option.

Then you can get a GBA flashcart and play all the GBC games you want. For free, excluding the flashcart itself, which doesn't cost much more than a single GBC game.

And having a backlight is always better than not having one at all. Playing in the dark ftw
