No idea about the prices but off the top of my head here are some of the good ones:

firefang ww
blood moon akali
corporate mundo
easter teemo

or just get skins for the chars you main, no point in buying skin for a char you don't play

About the recent stability issues in EU they gave like 500 RP to everyone and I had a few from something else that happened a few months ago.
