rightclick the shortcut and go to compatibility and check the checkbox for "disable display scaling on high dpi settings"

otherwise, change the dpi your windows is running at to 96

Neither of those fixed it. I tried setting a custom dpi, but it won't let me go lower than 96. I also tried changing the resolution, changing themes to something like Windows Classic, and running the program in different compatibility modes like XP.

I had this problem and didn't know there was a solution. "Disable display scaling on high DPI settings" fixed it for me.

lower than 96 isn't needed as ce was designed for 96 dpi
as for that not working, try rebooting after setting it (and perhaps you need to change font size as well)
