Yes any US service member that completes duty up to the requirement does receive a pension. So if you are considering the Navy if you were on ship you would be eligible after 20 or so years.

He's a Chief engineer and not in the navy. He's still technically a seaman as he works in huge boats all the time. _________________
Is he stationed in the Philippines? Are we talking an American or is he working for a government sub contractor? If it's a sub contractor then I'd say there will be no retirement but what he has set aside through a 401k or some other type of company retirement plan. _________________
