Get a better internet provider.
I'm in AUS, IInet. Paying $90ish a money for ADSL2+(Only get 3Mb/s on speedtest down and around 0.7 up) with 1TB a month download cap.

There are no better plans in New Zealand. Orcon is the best provider available (Customer service, user control panel, $10 more expensive/month than Telecom (largest provider) however many many times better in many many ways). It is also partially state-owned.
From the download speeds I get, I can download a 12-episode season of anime in about 4 hours (through fileserve) and watch youtube on 480p without buffering after upgrading my modem yesterday (Couldn't watch 360p before.. fuuu 240p is shit). Also no lag during League of Legends games. All good in my opinion.
Edit: Oh, and I'm on ADSL2+, so I should be getting 24Mbps, however I'm sure the wiring in my house is shit or something, or maybe I'm too far away from a cabinet or exchange.
