The first is encoded, meaning it's still text just written as a different value than normal text, google ascii values or ascii encoding you will find it.

The second is an actual cypher text meaning it's an encryption, a very basic and common one. No key needed to decrypt. It's just a substitution cypher. You can look through it for common letters which will reappear. This will allow you to solve it by hand. Or you can look up substitution cyphers and guess which it is.
