I think the bill is fine. Sure, capped internet sucks, but its a reality. Bandwidth doesn't come for free, it takes servers, fiber cables, registrar fees, load balancers, tons of things, so when you start downloading 500GB a month, it may not seem like much, but multiply that by the hundred of thousands of other people, and it starts to become evident that theres a problem.

A fair compromise would be that they raise or remove the cap, but at the cost of charging 20 to 50 Canadian mooses more.

I've been having alot of issues with this. Last month I got charged $40 extra for downloads.

You know ISP's make the servers with the assumption that not everyone will be online at the same time, so during big events, i.e. superbowl halftime, you wont get connection.
