(Just a repost from Comp. Talk, in case someone here has a way to fix it)
I noticed in both Campaign mode and Multiplayer that the game usually takes a while to notice the mouse has moved.
When I move the mouse, 0.3 seconds later, the game moves. What I mean is, the gameplay movement itself is slow.
Moving the cursor also gives me the same issues. It moves about 0.2 - 0.3 seconds later, making it hard for me to synchronize my movements with the games.
All my settings are at the lowest possible. I can't even read the scoreboard clearly when hitting the Tab button.
I don't know if this is my computer, but here are my computer specs:
Windows 7 Home Premium (Version 6.1, build 7600)
Screen Size 17.1
Dell studio 1747
Processor: Intel(R) Core i7 CPU
Q 720 @ 1.60 GHz
RAM: 6 GB
64-bit OS
Display Adapter: ATI Mobility Radeon HD 4650
I don't know what the problem is. I have not had any problems with other games. I know Black Ops requires high specs to be played, but isn't this enough to at least play the game smoothly? I mean, the game is smooth, it's not choppy or anything. Just the response time is slow...
If you guys know what's going on, let me know.

Oh okay. What does v-sync do exactly?
oh and what's com_maxfps and how is it used?
I was looking here, and it seems like the OP has the same problem I'm having, but managed to fix it with this command, and allowing the sync.
Yeah, I'm stumped :\
But I'll turn off the vsync and post my results.
Edit: Same thing, nothing has changed...

Vsync limits your FPS to a number divisible by your screen's refresh rate. So you're limited to 60 usually, which is nice if you know you'll never go under 60. Problem is if you do go under 60, vsync will make your fps jump down to the next divisible number, 30. That will make for an unattractive game play experience.
If that didn't help, you have a case of "computer not being fast enough to play Black Ops syndrome" it can only be cured by getting a better computer, sorry. 4650 is a decent mobile gpu if it has gddr3, but if it has ddr3 it's worse, and if it has ddr2 it lacks the power to do even the simplest of tasks.

Is there a way to turn off Mouse Smoothing in the control panel?
And what is Mouse Smoothing :P
