| okai i tried making one and run the server exe crap and it said it was done so when i tried to connect it didn't connect please help [/list]

You said it's plugged in, he wants to know if it's on.
What IP are you using? You may need to specify the port. Also, if it's a server for just you, that's stupid. If it's for others as well, I would suggest buying a vps or dedi.
If connecting to 127.0.0.1 doesn't work, try connecting to whatever port it tells you when you start it up. IE. 127.0.0.1:25655
