Let's say everyone that had the game in alpha is playing on a server. Let's also say that notch adds a block in beta that new users can't use (because of how only alpha players get new updates). If a new user joins that server that everyone is using new blocks on, How will that work?

Either he'll add a placeholder block, for things like that, or they'll see a mix of lava, dirt, and stone, all combined into one block.

They could probably see the blocks, but not interact with them.

Did you not read the thing?
People that get it in beta get everything new until it's "released"

So if he adds some expansion pack or something after its "released," then he's not obliged to give it to the beta people.
