That's called foot binding, an ancient Chinese custom, although it's no longer practised.

Up until the Qian dynasty, all girls had their feet wrapped tightly in cloth to prevent it from growing. Doing so, as you can see in the pictures, made their bones crush together, forming an arch. The purpose of this, like Stylised mentioned, was for cosmetic purposes.

Having small feet made them look like butterflies when they tried to walk, because of the way they had to waddle like penguins for movement. That's how the stories go anyway.
